The Partnership

The Chester Shrewsbury Rail Partnership operates as a link between the local community and rail network. Through a range of initiatives, we promote this reliable, efficient and safe railway as a means to gaining access to freedom and independence. As a gateway to employment, education, healthcare and leisure, the rail network has the potential to enhance the social wellbeing of our communities, whilst generating economic growth and environmental sustainability throughout the region.

We are committed to achieving excellence at all times. Our accreditations demonstrate our ability to operate in accordance with the strict standards and objectives set out by the Welsh Government and Department for Transport, as administered by the Community Rail Network. As an organisation operating between Chester and Shrewsbury via Wrexham, we work effectively with Cheshire West & Cheshire, Wrexham County Borough Council, Shropshire Council, Transport for Wales and Avanti West Coast Rail, as well as a number of indispensable funding partners.



By connecting local communities to the railway, the Chester Shrewsbury Rail Partnership aims to:

  • act as a voice for the local community 
  • increase community involvement with the railway
  • advocate a sustainable, healthy and accessible means of travel
  • nurture confident users of rail and public transport
  • deliver value for money
  • unite a diverse and inclusive community culture
  • promote local tourism for residents and visitors alike
  • utilise station buildings to benefit the local community
  • support economic growth and social prosperity

Our Members

The Chester Shrewsbury Rail Partnership plays a key role in connecting the local community with the railway. We deliver a variety of projects that ensure the stations along our route are well maintained and continually improved, as well as ensuring rail users can access an inclusive, diverse and sustainable means of travel.
We are supported by a highly engaged membership, which includes a number of funding partners and volunteers from the rail industry, local authorities, community groups and social enterprises. Our membership is influenced by the assistance we require to achieve our annual objectives. As an unincorporated association, the Chester Shrewsbury Rail Partnership relies on its members for its legal powers. The Chester Shrewsbury Rail Partnership is a non-campaigning and non-political organisation. Political parties are therefore ineligible for membership.

Our Stakeholder Group

The direction of our partnership is provided by our Stakeholder Group, which comprises one nominated representative from each of the following organisations:

  • Wrexham County Borough Council (Financial Contributor and Host Authority) 
  • Shropshire Council (Financial Contributor)
  • Cheshire West & Chester (Financial Contributor)
  • Transport for Wales Rail Services (Financial Contributor)
  • Severn Dee Travel (Financial Contributor)
  • Avanti West Coat Rail (Financial Contributor)
  • Network Rail (Infrastructure Provider and instrumental to the delivery of our business plan)
  • Shrewsbury Chester Rail Users Association (Stakeholder)
  • British Transport Police (Stakeholder)
  • Cambrian Heritage Railway (Stakeholder)

Funding & Financial Management

Our Financial Contributors form our Financial Management Group. All financial decisions are the responsibility of the Financial Contributors alone.
